--You may have seen a map that was shown around a few years back, showing the States that didn't allow same-sex marriage, those that did allow marriage between first cousins, and which ones had both. Being who I am, I immediately checked for the converse situation: States which did allow same-sex marriage, but no marriage between first cousins... which would also apply to same-sex couples.
Turned out to be nearly all the States that allowed same-sex marriage.
This kind of thing is why I am merely startled by my blind spots, rather than embarrassed. By the time the Silliness Police get through the mob ahead of me in line, I will surely be decades in the ground.
Sure, most of the United States allows cousin marriage in some form; my Great Commonwealth allows first cousin marriage unrestricted, and we were the first to allow gay marriage. It's frowned upon and very rare in the US; it's much more common elsewhere in the world, especially among families that want to maintain their wealth without dilution.
I started typing into google, "countries where " and it immediately guessed where I was going with that. It didn't know if I wanted "legal" or "illegal," but still.

Although I kind of hope some of them really are being idiots, and put their reasons for attempted immigration on their applications.
My gut feeling is that if a family wants to retain its wealth they should arrange marriages with smart people, rather than leave it to descendants with costly recessive ailments.
May have been an incomplete comment, but it was nonetheless a complete thought. :)
I suspect you're right, and I'd suspect that #1 is the largest component. Still, it's always fun when an established metaphor has an opposite effect upon its literal reading.
