[Major General Geoffery Miller, in charge of the Guantanamo Bay detention camp] told the BBC: "We are detaining the enemy combatants here in Guantanamo in a humane manner in accordance with the Geneva Conventions with the exception of the requirements of military necessity."

That is, "We are following the Geneva Conventions except when we don't feel like it."

Y'know, the GC were designed to INCLUDE military necessity. If your "military necessity" goes outside the GC, it's a pretty good bet that you're doing somthing wrong.

Hmm, I'd read it as saying that the Geneva Convention requires that people may only be detained for reasons of military necessity; and that the Guantanamo Bay detentions (obviously) do not comply with such a requirement.

Not (as you seem to read it) that the Geneva Convention is being contravened for reasons of military necessity.

Not that I'm saying this is good...
