A theory about Toronto mayor Rob Ford

He's acting under very specific instructions to distract everybody from some sort of important thing that's going on that would be detrimental to the government if any reporters were actually to look into it. He's basically being the misdirection "hey look over here" to make sure that Harper's government gets to do something REALLY reprehensible.
