The downtime that LJ has been having has been due to distributed denial of service attacks (DDOS attacks). Rumors are that these are being done by folks in the Russian government who are targeting Russian-language LJs that exist to expose government corruption.

This is the first damn good reason I've had to get a paid account. At this point, paid accounts to LiveJournal are a way to fight a corrupt regime. Certainly, I have a DW account also, but, because of this, I'm definitely sticking around here.

It's speculation, but because of where the attacks were originating, and what specific servers and specific LJs they were targeting, it seems plausible. The Moscow Times reported it, for one.
