I think the lack of a National Health Service is probably one of the more profound differences between America and Britain. I just can't understand why people would stand for a system of social organisation where children's access to health care is dependant on their parents' ability to pay.

It could be possible to have some sort of basic universal health care in which it was still necessary, or desirable, for some doctors to do some pro-bono work to fill in gaps in national health care coverage.

But, yes.

Notice that one of the people interviewed does have health care, and STILL can't afford to have basic dental care for her children. As in, "teeth cleaning and filling cavities."
