I think that in order for this to be true, you need to have a specific definition of "Judaism" that is not everyone's definition. For some people, for example, it would be extremely hard to reconcile this with the idea that the fundamental unit of Judaism is the Shema.
Lacking belief in Judaism isn't an insurmountable problem to being Jewish.
I think this is a different statement and one that a lot more people would agree with.
