It could be possible to have some sort of basic universal health care in which it was still necessary, or desirable, for some doctors to do some pro-bono work to fill in gaps in national health care coverage.

But, yes.

Notice that one of the people interviewed does have health care, and STILL can't afford to have basic dental care for her children. As in, "teeth cleaning and filling cavities."
